What Is Absolute Confidentiality in Procurement (Absolut sekretess, Sweden)?
This is a Swedish procurement term. A strict Swedish rule that seals all tender and bid information until the award decision is made, or the procurement is cancelled.
When does absolute confidentiality end?
When the award decision has been made, when all bids have been made public, or when the procurement has been cancelled. After that, the bids become public documents that can be requested, but the authority carries out a confidentiality review of each request.
Can a competitor see my bid?
Not while absolute confidentiality applies. After the award decision, competitors can request the bid, but information about the supplier's business and operating circumstances can be kept confidential if disclosure would harm the supplier. The supplier can state in the bid which information it considers should be protected and why, but the authority decides.
What is the difference between absolute confidentiality and a confidentiality review?
Absolute confidentiality applies automatically to all information in the bids until the award decision, with no assessment of harm. After that, the authority instead carries out a confidentiality review, assessing item by item whether disclosure could harm the supplier.
