What Is an Absolute Requirement (A-krav, Norway)?
This is a Norwegian procurement term. A non-negotiable minimum requirement; if the supplier does not meet it, the bid cannot be assessed any further.
What happens if a bid does not meet an A-krav?
The bid must be rejected. An A-krav is pass or fail, so it is not scored and a strong bid elsewhere cannot make up for it.
What is the difference between an A-krav and a B-krav?
An A-krav must be met for the bid to be considered at all. A B-krav is scored in the evaluation, so meeting it better earns more credit.
Can a supplier take a reservation against an A-krav?
No. A reservation against an absolute requirement counts as a material deviation and leads to rejection.
