What Is the Finnish Act on the Openness of Government Activities (Julkisuuslaki)?

This is Finnish law. Finland's freedom-of-information law, under which procurement documents are, as a rule, public once received by the authority.

When do bids become public?

Procurement documents become public as a rule once the procurement decision has been made. Before that, bids are not disclosed to the other bidders.

Can a supplier keep parts of its bid confidential?

Trade secrets can be withheld, but the total price of a bid is always public. Marking a whole bid as confidential does not work — identify the specific items and explain why disclosure would cause harm, and the authority then decides.

How do you request procurement documents?

Ask the authority and specify what you want. You do not have to explain who you are or why, and the authority must handle the request without undue delay.
