What Is an Allocation Key (Fördelningsnyckel, Sweden)?
This is a Swedish procurement term. The objective conditions for awarding call-off contracts under a multi-supplier framework agreement, where all the terms for allocating orders are fixed in advance.
How does ranking work?
The call-off goes first to the highest-ranked supplier. If that supplier cannot deliver, it passes to the next one, and so on.
What is the difference between an allocation key and a mini-competition?
With an allocation key, the supplier is decided directly from the terms of the framework agreement. In a mini-competition, the framework suppliers are invited to submit new bids for each call-off.
Can the allocation key be changed during the contract term?
No. It must be set out in the framework agreement and the procurement documents, and it cannot be changed in a way that alters the suppliers' terms.
