What Is the Apprentice Requirement (Lærlingkrav, Norway)?
This is a Norwegian procurement term. The requirement that suppliers be affiliated with an apprenticeship scheme and use apprentices when carrying out certain public contracts.
When does the apprentice requirement apply?
On public contracts over a set value in industries where there is a particular need for apprenticeships, mainly construction and civil engineering. The buyer sets it as a contract condition.
What must the supplier show?
That it is affiliated with an apprenticeship scheme and that apprentices will actually take part in performing the contract, not merely that it employs apprentices somewhere in the business.
Can foreign suppliers meet the requirement?
Yes. An equivalent apprenticeship arrangement in the supplier's own country must be accepted, otherwise the requirement would discriminate against suppliers from other EEA states.
