This is a German procurement term. A contract value that lies below the EU threshold values.
What applies below the EU thresholds?
National rules: the UVgO for supplies and services, the VOB/A section 1 for works, and state-level procurement laws. The GWB and the review procedure before the procurement chamber do not apply.
Can you challenge a below-threshold award?
Not through the procurement chamber. The route is a complaint to the buyer and, if necessary, the civil courts, which is less effective in practice.
How is the value calculated?
As the total estimated value excluding VAT, including all options and extensions. Splitting a contract to stay below the threshold is prohibited.
