What Is Bid Evaluation?

The assessment the contracting authority carries out on submitted bids, in order to decide which bid best meets the need the procurement is intended to solve.

How are bids evaluated?

First for compliance with the mandatory requirements, then against the published award criteria and weighting. The evaluation must follow exactly what was announced.

Who carries it out?

The buyer, often a group of evaluators scoring independently and then agreeing a result. The evaluation must be documented.

Can a supplier see the evaluation?

Yes, after the award decision. The reasons must be detailed enough for the supplier to understand why its bid was scored as it was.
