What Is Bid Opening?
The point at which submitted bids are opened once the tender period has closed; until the award decision, absolute confidentiality applies to their contents.
When are bids opened?
After the tender deadline, never before. In most countries the opening is done by at least two people and recorded.
Can suppliers attend?
In some countries and procedures, yes, and prices are read out. In others, including Sweden, the opening is private and prices are not disclosed until the award decision.
What is recorded at the opening?
Which bids were received, when, and whether they arrived on time. Late bids are noted and rejected.
