What Is a Bid Opening Record (Submissionsprotokoll, Germany)?
This is a German procurement term. The official record of the bid opening, listing bidders and bid prices.
What does the Submissionsprotokoll contain?
Which bids were received, from whom, the total prices, whether they arrived on time, and whether alternatives were included.
Can bidders see it?
Under the VOB/A, bidders may request the information read out at the opening. Under the VgV and UVgO there is no public opening, so the record is internal.
Why does it matter?
It fixes the state of the bids at the moment of opening, which protects against later manipulation and is the first document checked in a review.
