What Is a Candidate in a Procurement?
A supplier that has applied for the right to take part in a restricted procedure, negotiated procedure or other two-stage procedure.
What is the difference between a candidate and a bidder?
A candidate has asked to take part in a two-stage procedure. It becomes a bidder once the buyer selects it and it submits a bid.
What does a candidate submit?
A request to participate with evidence of qualification: financial standing, technical capability and the absence of exclusion grounds. Not a priced bid.
How many candidates are selected?
The number stated in the notice, usually at least five in a restricted procedure and at least three in procedures with negotiation, selected on published criteria.
