What Is Cloudia (Finland)?
This is a Finnish procurement term. A widely used Finnish e-tendering platform through which many contracting authorities publish tender documents and receive bids.
What is Cloudia used for?
Finnish contracting authorities use it to run their procurements: publishing tender documents, handling clarification questions, receiving bids and managing the evaluation. Suppliers use it to download documents and submit their bids.
Do suppliers have to pay to use it?
Registering and submitting a bid is normally free for suppliers. The authority pays for the system.
Is Cloudia the same as HILMA?
No. HILMA is the national service where procurement notices are published. Cloudia is one of the systems in which the procurement itself is run. A notice in HILMA usually links through to the system holding the documents.
