What Is Competitive Dialogue?
A procedure in which the contracting authority holds a dialogue with invited suppliers to work out a solution to a complex need.
When is competitive dialogue used?
For complex contracts where the buyer cannot define the technical, legal or financial solution in advance, for example large IT systems or infrastructure projects.
How does it work?
Selected candidates take part in dialogue rounds in which solutions are developed. Once the buyer has identified the solution, the dialogue closes and final bids are invited on that basis.
What should suppliers expect?
A long process with significant effort before any bid is submitted. Buyers sometimes pay participants for the dialogue phase, but not always.
