What Is a Complaint to KOFA (Klage til KOFA, Norway)?

This is a Norwegian procurement term. A complaint about a completed or ongoing procurement, handled by the Norwegian Complaints Board for Public Procurement.

What can KOFA decide?

Whether the buyer has breached the procurement rules. Its opinions are advisory, but they are followed in practice and are widely used as guidance. For unlawful direct awards, KOFA can impose an infringement fee.

What does it cost to complain?

There is a complaint fee, which is lower than the cost of court proceedings. The amount is higher for direct-award cases, so check the current rates before filing.

How long does it take?

Months rather than weeks for an ordinary complaint. KOFA offers faster handling of priority complaints made before the contract is signed, for an additional fee.
