What Is a Complaint to the Buyer (Klage til oppdragsgiver, Norway)?
This is a Norwegian procurement term. A request in which a supplier asks the buyer to reconsider a decision before the contract is signed.
When should you complain to the buyer?
During the standstill period, before the contract is signed. That is the only point at which the buyer can still change the decision without a contract having to be set aside.
What should the complaint contain?
Precisely which decision is challenged, which rule you consider breached, and what you want the buyer to do. A general objection to losing is unlikely to lead anywhere.
Does a complaint stop the contract being signed?
Not automatically. The buyer can extend the standstill period, but if it does not, the contract can be signed once the period expires.
