What Is a Contract Modification?
A change to a signed public contract, limited by the Procurement Act 2023 and often requiring a contract change notice.
When is a contract modification allowed?
When it falls within the permitted grounds, such as clear review clauses in the contract, unforeseeable circumstances, urgent additional work or changes below set value limits.
What is a substantial modification?
A change that would significantly alter the scope, extend the term or shift the economic balance in the supplier's favour. These are only allowed on specific grounds.
Does a modification need to be published?
Most modifications require a contract change notice, and the buyer can choose to apply a standstill period before the change takes effect.
