This is a Norwegian procurement term. A separate set of rules for procuring defence equipment and sensitive security supplies.
What is covered by the defence and security rules?
Military equipment, sensitive security supplies, and services and works linked to them. The separate regulation applies instead of the ordinary procurement rules.
How do the rules differ?
The negotiated procedure can be used more freely, and the buyer can set stricter requirements on information security, security of supply and the handling of subcontractors.
Can a procurement be exempt entirely?
Yes, where essential national security interests are at stake, but the buyer has to be able to justify relying on the exemption.
