This is a German procurement term. The date by which ordered goods must be delivered.
How is the delivery deadline set?
In the tender documents, as a fixed date or a period after award. It becomes a contractual obligation when the contract is formed.
Can a bidder propose a different deadline?
Only if the tender documents allow it. Otherwise it is a deviation that leads to exclusion.
What happens if it is missed?
Default under the contract: liquidated damages if agreed, otherwise damages for the resulting loss, and in serious cases termination.
