What Is a Direct Award?
Awarding a contract without a competition, allowed only where a specific justification applies, such as when only one supplier can deliver.
When is a direct award allowed?
Only on specific grounds, such as when only one supplier can deliver for technical or exclusive-rights reasons, extreme urgency, or when a competitive procedure has produced no suitable tenders.
What must the buyer publish?
A transparency notice before making the award, setting out its intention and justification. A contract award notice and standstill usually follow.
What can other suppliers do?
Review the justification in the transparency notice and raise concerns or challenge quickly if they believe the grounds are not met.
