What Is the Direct Award Threshold (Direktupphandlingsgräns, Sweden)?
This is a Swedish procurement term. The maximum value a Swedish purchase can reach and still be bought without running a competition (SEK 700,000 under LOU).
How is the value calculated?
The authority must add together the value of all direct awards of the same kind during the financial year. Splitting a purchase into smaller parts to stay under the threshold is not allowed.
Is the threshold the same in all Swedish procurement acts?
No. Under LUF, which covers the utilities sectors, the threshold is higher.
What happens if the threshold is exceeded?
The purchase becomes an unlawful direct award. The contract can be declared invalid, and the Swedish Competition Authority can apply for a procurement damages fee.
