What Is a Duplicate Tender (Doppelausschreibung, Germany)?
This is a German procurement term. The simultaneous or repeated tendering of the same contract.
What is a Doppelausschreibung?
Putting the same contract out to tender twice, either at the same time or in succession, for example after an earlier procedure was cancelled.
Is it allowed?
A repeat after a justified cancellation is. Two simultaneous procedures for the same need are generally not, since they distort competition and bidders cannot know which will be awarded.
What should a bidder check?
Whether the new tender differs from the cancelled one. A buyer may not re-tender unchanged simply to get lower prices after seeing the first bids.
