What Is a Dynamic Purchasing System (DPS)?
A dynamic purchasing system is a fully electronic procedure for recurring purchases of commonly used goods and services. It stays open to new suppliers throughout its term, and each individual contract is awarded through a competition among the admitted suppliers.
How does a DPS differ from a framework agreement?
A DPS stays open to new suppliers throughout its life and has no cap on the number of suppliers. A framework agreement is closed once awarded.
How are contracts awarded under a DPS?
Through a separate competition among all admitted suppliers for each purchase, with a short tender deadline.
What should a supplier do?
Apply for admission as soon as the system is set up. Admission is on qualification only, and once admitted you are invited to every competition.
