What Is the ESPD?
The ESPD is a standard EU self-declaration form in which a supplier states that it is not subject to any exclusion grounds and that it meets the selection criteria. It is used in procurements above the EU thresholds, and the buyer normally only asks the winning supplier for the supporting evidence.
What does the ESPD replace?
The certificates and declarations suppliers used to submit with every bid. With the ESPD, only the winning supplier normally has to provide the actual evidence.
Is it mandatory?
Yes, above the EU thresholds. Buyers must accept it, and suppliers must use it in the form the buyer provides.
Can it be reused?
The file can be reused as a starting point, but it must be adapted to each competition, since the qualification requirements differ.
