What Is an Evaluation Report (Wertungsbericht, Germany)?
This is a German procurement term. The internal document recording, in a traceable way, the evaluation of all bids and the award decision.
What is the Wertungsbericht?
The internal document in which the buyer records how each bid was evaluated against the award criteria and why the winner was chosen.
Can bidders see it?
In a review procedure, the procurement chamber grants access to the file, with trade secrets of other bidders removed. Outside review, the bidder receives the reasons in the award information.
Why does it matter?
It is how the buyer demonstrates that the evaluation followed the published criteria. A missing or thin report is a frequent reason for a successful review.
