This is a German procurement term. The successive review steps, from formalities through suitability to economic efficiency.
What are the Wertungsstufen?
Four steps: formal check for completeness and compliance, check of the bidder's suitability, check of the price for reasonableness, and finally evaluation against the award criteria.
Why are they in that order?
Because each step filters bids before the next. A bid that fails a formal requirement is never evaluated on quality.
Where do most bids fail?
At the first stage, on formalities: missing documents, unsigned forms or deviations from the tender documents.
