What Is an Expression-of-Interest Procedure (Interessenbekundungsverfahren, Germany)?
This is a German procurement term. A preliminary procedure by which the contracting authority gauges market interest.
What is an Interessenbekundungsverfahren?
A preliminary step in which the buyer publishes a planned need and asks companies to indicate interest and, often, to describe possible solutions. It precedes the actual procurement.
Is it a procurement procedure?
No. It is market exploration. The buyer cannot award a contract on the basis of it and must run a proper procedure afterwards.
Why take part?
To influence how the need is specified, and to make sure you are known to the buyer before the procedure starts.
