What Is an Extended Standstill Period (Förlängd avtalsspärr, Sweden)?
This is a Swedish procurement term. An automatic extension of the standstill period that is triggered when a supplier applies for a review of the award during the ordinary standstill period.
Why is there an extended standstill period?
So that the contract is not signed while the court is reviewing whether the procurement was carried out correctly. Otherwise the review could become pointless.
What applies if the administrative court's ruling is appealed?
The extended standstill period applies in the administrative court. If the ruling is appealed, the administrative court of appeal can issue an interim decision preventing the contract from being signed while the case is heard there.
How is the supplier that won the contract affected?
The contract start is postponed until the case is decided, which can take several months. It is wise to allow for this in planning.
