What Is Extraordinary Effort in Public Contracts (Außergewöhnlicher Aufwand, Germany)?

This is a German procurement term. An unusually high level of effort that can justify special measures or remuneration.

What is außergewöhnlicher Aufwand?

Effort beyond what a bidder can normally be expected to make in preparing a bid, for example extensive design work or prototypes.

Does the buyer have to pay for it?

Yes. Under the VgV and VOB/A, where the buyer requires drafts, plans or samples that go beyond normal bid preparation, it must pay reasonable compensation.

How is it claimed?

The compensation is normally stated in the tender documents. If not, the bidder should ask during the tender period, as a claim afterwards is harder to enforce.
