What Is the German Fee Schedule for Architects and Engineers (HOAI)?
This is German law. The German regulation governing the remuneration of architectural and engineering services.
What is the HOAI?
The regulation setting out the fee structure for architectural and engineering services in Germany, by service phase and project cost.
Are the fees still binding?
No. Since the Court of Justice ruling in 2019, the minimum and maximum fees are only guidance. Parties may agree other fees, and public buyers use the HOAI as a reference in negotiations.
Why does it still matter in procurement?
Because the service phases and the cost-based fee tables remain the common language for describing and pricing planning services in tenders.
