What Is KKV, the Finnish Competition and Consumer Authority?

KKV (Kilpailu- ja kuluttajavirasto) is the Finnish authority that supervises compliance with the public procurement rules in Finland. It can investigate procurements and propose sanctions to the Market Court, for example in cases of unlawful direct awards.

What can KKV do about an unlawful procurement?

It can investigate, issue an administrative decision, and bring unlawful direct awards before the Market Court on its own initiative. It can also prohibit the authority from performing a contract pending that case.

Can a supplier complain to KKV?

Anyone can send KKV a tip-off, and it decides itself whether to investigate. A tip-off is not a substitute for appealing to the Market Court: only an appeal protects your own position in the procurement at hand.

What is the difference between KKV and the Market Court?

KKV supervises and can act in the general interest. The Market Court decides individual appeals and imposes the remedies available under the Procurement Act.
