What Is the Finnish Defence and Security Procurement Act (PUTU)?

PUTU-laki (laki puolustus- ja turvallisuushankinnoista, 1531/2011) is Finnish law. It applies to purchases of military equipment and security-sensitive goods, services and works, and implements EU Directive 2009/81/EC.

What does PUTU-laki cover?

Military equipment, security-sensitive supplies, services and works, and construction linked to them. It applies to the Finnish Defence Forces and to other authorities when they buy in this field.

How does it differ from Hankintalaki?

The negotiated procedure can be used more freely, and the authority can set stricter conditions on information security, security of supply and subcontracting.

Can a procurement be exempted entirely?

Yes. Procurements involving essential national security interests can fall outside the Act, but the authority must be able to justify the exemption.
