What Is the Finnish Utilities Procurement Act?
Erityisalojen hankintalaki (1398/2016) is Finnish law. It governs procurement by entities operating in the water, energy, transport and postal sectors, and implements EU Directive 2014/25/EU.
Who is covered?
Entities operating in the water, energy, transport or postal sectors — including private companies that hold special or exclusive rights in those sectors.
How does it differ from Hankintalaki?
The thresholds are higher, there is a free choice between the open, restricted and negotiated procedures, and qualification systems can be used to pre-approve suppliers.
Does it apply to everything such an entity buys?
No, only to purchases made for the utilities activity itself. Other purchases may fall under Hankintalaki, depending on what kind of entity the buyer is.
