What Was VOL, the Former German Procedures for Supplies and Services?
This is a former set of German procurement rules. The earlier rulebook for supply and service contracts, now largely superseded.
What was the VOL/A?
The rulebook for supply and service procurements. Its section 2 for above-threshold contracts was replaced by the VgV in 2016, and its section 1 for below-threshold contracts by the UVgO from 2017.
Does it still apply anywhere?
Only in states or bodies that have not yet adopted the UVgO. It is worth checking which rulebook the tender documents reference.
Why does it still appear?
Many older templates, state laws and court decisions refer to it. The content of the UVgO is largely based on it.
