What Are the German Construction Contract Procedures (VOB)?
This is a set of German procurement rules. The German rulebook for the award and execution of construction services.
What are the three parts of the VOB?
VOB/A for the award procedure, VOB/B for the contract terms, and VOB/C for the technical rules by trade.
Is the VOB law?
Not in itself. It becomes binding through the regulations and administrative rules that require public buyers to apply it, and through its inclusion in the contract.
How does VOB/A relate to the GWB?
Above the EU threshold, VOB/A section 2 applies within the frame of the GWB. Below it, section 1 applies under budget law.
