What Is a Grantor of a Concession (Konzessionsgeber, Germany)?
This is a German procurement term. The body that awards a concession.
Who can be a Konzessionsgeber?
Any contracting authority or utilities entity that awards a concession, such as a municipality granting a service concession for a car park or a federal body awarding a motorway concession.
What are its obligations?
To award the concession under the KonzVgV above the threshold, with publication, transparent criteria and equal treatment, and to ensure the operating risk is genuinely transferred.
Does the grantor pay the concessionaire?
