What Is HILMA?
HILMA is Finland's official service for publishing public procurement notices, maintained by Hansel. Notices that the Finnish Procurement Act requires to be published nationally go there, and notices above the EU thresholds are forwarded to TED.
What is published in HILMA?
National and EU procurement notices, prior information notices, direct award notices and contract award notices from Finnish contracting authorities. Notices above the EU thresholds are forwarded to TED.
Is HILMA free to use?
Yes. Notices are freely available, and suppliers can register for email alerts based on CPV codes and keywords.
Is it enough to monitor HILMA alone?
It covers the notices that must be published, but procurements below the national thresholds are not published there. Suppliers who want the full picture usually combine HILMA with a monitoring service.
