What Is In-House Provision (Egenregi, Norway)?
This is a Norwegian procurement term. Where the public sector carries out a task itself instead of buying it in the market, so that the procurement rules do not apply.
When does the public sector not have to run a competition?
When it carries out the task with its own staff and resources. Procurement rules apply to buying from the market, not to organising your own work.
How does it differ from extended in-house provision?
In-house provision is the public body doing the work itself. Extended in-house provision is buying from a separate legal entity that the body controls, which is only exempt if strict conditions are met.
Can a decision to do the work in-house be challenged?
Not as such. But if the task is in practice bought from a separate entity that does not meet the conditions, that is a direct award and can be challenged.
