What makes a bid incomplete?
Missing prices, missing required declarations, unsigned forms, or missing evidence that the tender documents required with the bid.
Must the buyer ask for the missing items?
For missing or incomplete declarations and evidence, the buyer may request them within a deadline, and some rules require it. Missing prices cannot be supplied afterwards and lead to exclusion.
How do you avoid it?
Use a checklist based on the tender documents, and submit well before the deadline so that a rejection for a missing file can be caught.
