English

What Is Innovative Procurement (Innovativ anskaffelse, Norway)?

This is a Norwegian procurement term. A procurement in which the buyer seeks a new or significantly improved solution not already available on the market.

What makes a procurement innovative?

The buyer describes a need or a problem rather than a known solution, and invites the market to develop something new or significantly improved.

Which procedures suit it?

Competitive dialogue, the negotiated procedure and innovation partnership, which allows development and purchase of the resulting solution in the same contract.

What should suppliers expect?

A longer process with dialogue and development stages, and more emphasis on capability and approach than on a finished product specification.
