What Is the EU International Procurement Instrument (IPI)?
This is an EU procurement law. An EU regulation that allows the European Commission to restrict access to EU public procurement for suppliers from countries that discriminate against EU companies in their own markets.
How does the IPI work?
The Commission investigates a country's procurement practices. If they discriminate against EU suppliers, it can exclude that country's companies from EU tenders or apply a score adjustment to their bids.
Has it been used?
Yes. In June 2025 the first measure excluded Chinese suppliers from EU tenders for medical devices worth EUR 5 million or more, for five years.
What does it mean for suppliers?
In covered tenders, suppliers may need to show where they and their products come from, and may face limits on how much they can source from the country concerned.
