What Is Labour-Market Crime (Arbeidslivskriminalitet, Norway)?
This is a Norwegian procurement term. Breaches of wage, tax and employment rules that exploit workers and distort fair competition for public contracts.
What counts as labour-market crime?
Breaches of pay, tax, accounting and employment rules that exploit workers and distort competition, including undeclared work, false self-employment, social dumping and document fraud.
How do public buyers counter it?
Through the seriousness requirements in the Norway Model: limits on subcontractor tiers, requirements on apprentices, pay in Norwegian bank accounts, HSE cards and the duty of oversight during the contract.
Why does it matter to compliant suppliers?
Because it is what makes their prices look expensive. The requirements exist to keep the competition on terms that a serious supplier can actually meet.
