What Are Minimum Requirements (Vähimmäisvaatimukset, Finland)?
This is a Finnish procurement term. The conditions set in the tender request that the subject of the procurement must absolutely meet.
What happens if a bid does not meet a minimum requirement?
It must be rejected. Minimum requirements are pass or fail and are not scored, so a strong bid elsewhere cannot compensate for missing one.
Can a missing detail be supplied afterwards?
Only to a limited extent. The authority may ask for clarification or completion of a bid, but not in a way that changes its substance or gives one bidder an advantage.
What is the difference from comparison criteria?
Minimum requirements decide whether a bid is considered at all. Comparison criteria decide how the bids that passed are ranked against each other.
