What Is Mixed Pricing in Bids (Mischkalkulation, Germany)?
This is a German procurement term. The deliberate shifting of prices between line items; can lead to exclusion.
What is a Mischkalkulation?
Shifting part of the price for one line item into another, so that the stated unit prices do not reflect the real cost. Typically a very low price on one item and a very high one on another.
Why does it lead to exclusion?
Because the bid then does not state the prices actually demanded, which is a required element of the bid. The BGH treats it as a ground for exclusion.
How does the buyer detect it?
Through the price comparison table, which shows unit prices far from the other bids, and through clarification talks asking the bidder to explain its calculation.
