What Is a Needs Analysis in Procurement (Behovsanalys, Sweden)?

This is a Swedish procurement term. The buyer's internal assessment, done before launching a procurement, to pin down exactly what need the purchase is meant to solve.

Why does the needs analysis matter to suppliers?

A well-considered needs analysis leads to clearer requirements in the procurement documents. A weak analysis often shows in unclear or unnecessarily detailed requirements, and suppliers may then need to ask questions during the tender period.

Can suppliers influence the needs analysis?

Indirectly, for example by responding to an RFI or taking part in dialogue meetings before the procurement. The authority must, however, make sure no supplier gains an unfair competitive advantage.

What is the difference between a needs analysis and a market analysis?

The needs analysis is about what the organisation needs. The market analysis is about what the market can offer. Both are used to set realistic requirements.
