English

What Is the Openness Principle (Öppenhetsprincipen, Sweden)?

This is a Swedish procurement term. The principle, also called the transparency principle, that procurements must be predictable and open.

What does the openness principle mean in practice?

That procurements are advertised, procurement documents are clear, award criteria are stated in advance and decisions are explained.

What happens if a requirement is unclear?

A requirement that cannot be understood in the same way by all reasonably well-informed and normally diligent suppliers may breach the principle, and the procurement may have to be redone.

Is the openness principle the same as the principle of public access?

No. The openness principle concerns how the procurement is carried out. The principle of public access concerns the right to see official documents.
