What Is a Partial Bid (Osatarjous, Finland)?
This is a Finnish procurement term. A bid covering only part of a procurement, where the procurement has been divided into lots.
When can you submit a partial bid?
When the procurement has been divided into lots and the tender request allows bidding for one or more of them. If it does not, a bid covering only part of the procurement will be rejected.
Can one supplier win several lots?
Usually yes, unless the authority has capped how many lots a single supplier may be awarded. Any such cap is stated in the tender request.
Why are procurements divided into lots?
To keep contracts accessible to smaller suppliers and to widen competition. Under the Procurement Act an authority that does not divide a large procurement has to explain why.
