What Are Pay and Working Conditions (Lønns- og arbeidsvilkår, Norway)?
This is a Norwegian procurement term. The requirement that a supplier's employees have pay and conditions in line with applicable rules, to counter social dumping.
What does the requirement mean?
That workers performing a public contract have pay and conditions in line with the applicable generally applicable collective agreement or, where there is none, the relevant national agreement.
Who is responsible?
The supplier, for its own workers and for its subcontractors' workers. The buyer must set the requirement in the contract and check compliance under its duty of oversight.
What documentation can the buyer ask for?
Employment contracts, pay slips, timesheets and the subcontractor chain. Refusing to provide them is itself a breach of contract.
