What Is Predictability in Procurement (Forutberegnelighet, Norway)?
This is a Norwegian procurement term. The requirement that the competition be predictable, so suppliers know which rules and criteria apply.
What does predictability require?
That suppliers can know in advance which rules apply, what is being bought, how bids will be evaluated and what the contract terms are. The buyer must then follow what it announced.
How can a buyer breach it?
By evaluating on criteria that were not announced, weighting them differently from what was stated, or changing requirements during the competition without a corrigendum.
Why does it matter to suppliers?
It is the basis for most successful complaints. If the buyer evaluated on something it did not announce, the award can be challenged.
