What Is Preliminary Market Engagement?
Early conversations a buyer has with the market before launching a tender, to understand what is available and shape requirements.
What does preliminary market engagement involve?
Questionnaires, supplier events, one-to-one meetings or requests for information, used to understand the market and shape the requirement before the tender notice.
Does taking part give a supplier an advantage?
It must not give an unfair advantage. Buyers must share relevant information with all bidders later, and a supplier can only be excluded where an unfair advantage cannot be avoided.
Does the buyer have to publish anything?
Yes. A preliminary market engagement notice must be published, or the buyer must explain in the tender notice why it did not.
