What Is a Preliminary Market Engagement Notice?
This is a UK procurement term. The notice a buyer publishes to tell the market it is carrying out, or has carried out, pre-tender engagement.
When is it published?
Before the buyer engages the market, or after engagement has taken place, but in any case before the tender notice.
What if a buyer does not publish one?
It must explain in the tender notice why it did not carry out or publicise preliminary market engagement.
Why should suppliers watch for these notices?
They are often the first sign of an upcoming procurement and a chance to influence the requirement before it is fixed.
