What Is the Principle of Mutual Recognition (Principen om ömsesidigt erkännande, Sweden)?
This is a Swedish procurement term. The principle that certificates and attestations issued by the authorities of one member state must also be accepted in other EU/EEA countries.
What does the principle mean in practice?
If a procurement requires a certain certificate, the authority must accept equivalent certificates from other EU or EEA countries.
Can the authority require Swedish certificates?
Not without also accepting equivalent certificates from other member states. The authority can, however, require the supplier to show that the certificate is equivalent.
How does the principle relate to the other procurement principles?
It complements the non-discrimination principle by making sure formal requirements do not become a barrier for suppliers from other countries.
